In most cases, the Business Manager limit is $250 from the very beginning. If you create an advertising campaign and the limit is $50, then after 2-3 days, as you work, it usually increases to $250. This is a natural process, don't worry.

Important: if you delete the administrator who created the Business Manager, you may lose access to that Business Manager! (The warranty will be void in this case, please keep this in mind!)

Any Facebook account can request confirmation via SMS when logging in or while working.
This is quite normal. Confirmation can be done using your own number or SMS activation services.
